I feel like I've been saying this sort of thing for years, but the real enemy in Iraq, Afghanistan, etc., is the radical with no respect for life. Americans (and much of the Western world) loves to place blame on every incident, while ignoring the fact that maybe the people who directly inflicted death upon hundreds and thousands of innocents is, in fact, a bad and guilty person.

I sort of agree with you that not everyone is guilt. However, I haven't seen Bush looking to blame soldiers or his administration -- that has typically come from the media and those on the left. The right also is eager to blame the left.
Actually, Bush's spokesman did partially blame Newsweek for the recent happenings in Afghanistan. While I think Newsweeks has a responsibility to perform responsible reporting, they didn't cause the 16 people to die in the recent riots in Afghanistan. You can chalk that up to people with no respect for life.
